Mrs. Alvina Leclerc
Mrs. Alvina Leclerc (pronounced "le claire") is the Wing Administrator at Headquarters Washington Wing Civil Air Patrol, located at McChord Field, Joint Base Lewis-McChord, in Tacoma, WA. As a full-time employee of Civil Air Patrol, Inc, she provides critical administrative oversight, financial management, and mission support to Washington Wing Headquarters, it’s three regional Group Commands, and its 27 Squadrons and Flights around the state.
In 1998, Mrs. Leclerc enlisted to serve in the United States Army where she was assigned to Hunter Army Airfield in Savannah, Georgia as a Petroleum Supply Specialist. In this role, she provided refueling services to ground vehicles and Army helicopters and aircraft. Mrs. Leclerc was the first female soldier and lowest ranking individual to be selected to work flight line operations within her career field in the Army. She was also responsible for issuing, receiving, storing, and providing quality assurance for 1.5 million gallons of fuel daily, doing so without incident, accident, or spill, during her tour of duty. Later, after being re-assigned overseas in Germany, Mrs. Leclerc worked on a team to safely transport over 36,500 gallons of JP-8 bulk fuel from Glebokie LSA to the Meroslavic Airfield in support of the 86th Air Mobility Squadron during Operation Victory Strike II. Mrs. Leclerc received an Honorable Discharge for her Army Service in 2003.
From 2004 to 2011, Mrs. Leclerc returned to the Army and Hunter Army Airfield, GA, this time as a civilian contractor with Universal Fuel Incorporated. During her time with that company, Mrs. Leclerc held many positions, eventually rising to the position of Bulk Storage Supervisor where she was responsible for ensuring the safety and mission readiness of over one million gallons of JP8 fuel.
Mrs. Leclerc is a wife and mother and is happily married to an active duty Army soldier assigned to Joint Base Lewis-McChord. Prior to accepting the Washington Wing CAP Administrator’s position, she was the owner and sole operator of a part-time small business, JalansCO, which formulates and markets several natural products.
In 2011, Mrs. Leclerc received an Associate of Arts General Studies from University of Maryland University College. In 2015, she enrolled in American Public University where she is working towards completion of a Bachelor of Arts Degree in Marketing with Sales Concentration.
