Lieutenant Colonel Edwin A. Keeney

Director, Professional Development/Testing Officer

Lieutenant Colonel Keeney is currently serving as the Washington Wing Director, Professional Development/Testing Officer. Colonel Keeney was born in Boone, Iowa. In 1960 he joined the Georgia Wing as a CAP cadet. He achieved C/2Lt and his Cadet Certificate of Proficiency in June 1962.

He enlisted in the United States Air Force in July 1962. After completing basic training was assigned as an Air Policeman at Blytheville AFB, Arkansas. He served honorably for 26 years, retiring as a Senior Master Sergeant/First Sergeant (E-8) in 1988. Highlights of his career included a number of special duty assignments; Strategic Air Command Elite Guard/Drill Team; Enlisted Aide to the Director, National Security Agency; Enlisted Aide to the Commander, AF Systems Command and Flight Security Supervisor, National Emergency Airborne Command Post (NEACP).  His AF assignments included Texas, Arkansas, Nebraska, Korea, United Kingdom (2 three year tours), Maryland, Alaska, Montana and two Temporary Duty assignments in Spain and Germany.

After separation from USAF in 1988, he moved to West Richland, Washington, accepting a position with Westinghouse Hanford as Coordinator, Assessments and Evaluations in the Safeguards and Security Department. In 1990 he moved to the Training Department with the new contractor, Fluor Hanford. In 2006 he took early retirement.

As an active CAP member for over 35 years Lieutenant Colonel Keeney has served in positions of authority at various levels from Squadron to Wing to Region. He has served as Encampment Commander in Nebraska, Kansas and Delaware.  He has achieved all five Levels of Training. He holds Master ratings in Cadet Programs, Inspector General, Professional Development, Plans and Programs, Personnel, Public Affairs, Administration and Character Development. In the Middle East Region, he was assigned as the Director, Cadet Programs. In Montana, some of his positions included Wing Inspector General, Chief of Staff, Director of Senior Programs and Testing Officer. His latest assignments in Washington included SE Group Administrative/Personnel Officer and WAWG Assistant IG.

He has completed the USAF NCO and Senior NCO Academies, USAF First Sergeant’s Academy, US Army Military Police School (Correspondence) and was the Distinguished Graduate of the US Army’s Enlisted Aide School. He was promoted to his current CAP rank on 3 January 1982.

Colonel Keeney’s Civil Air Patrol awards and decorations include the Meritorious service Award (1 bronze clasp), Commanders Commendation (3 bronze clasps), Unit Citation (4 bronze clasps), Gill Robb Wilson award, Paul E. Garber (1 bronze star), Grover Loening, Leadership award (3 silver stars), Membership award, General Yeager award, Cadet COP, Red Service award (35 year Longevity Device), Community Service (2 bronze clasps), Encampment (3 bronze clasps), Senior Recruiter and Search and Rescue.

Colonel Keeney achieved his BS degree in Sociology with a concentration in Criminal Justice. He also has Associate degrees in Police Science and Resource Management. His wife passed unexpectedly on June 1, 2019; 5 days short of their 55th wedding anniversary. He has two children, Marsha (50) and Kirk (47).
